Ukraine car import calculator

Estimate import duty, excise and VAT for a passenger car imported into Ukraine under 2026 rules. Enter confirmed exchange rates and vehicle details.

Passenger cars under heading 8703 · 2026 rules · Calculation methodology

1. Vehicle

Engine type and year of manufacture primarily affect excise. An electric vehicle requires battery capacity.

Powertrain type
Used to explain emissions requirements and check the entered information.
For petrol and diesel cars, the year of manufacture determines the excise age factor.
For petrol and diesel cars, excise depends on engine displacement.
This field does not change the tax amount, but the calculator will show a clearance eligibility warning.

2. Customs value

The estimate uses more than the vehicle price. Customs value may include transport, insurance, auction fees and other costs that must be included according to the documents.

Enter every amount in this section in the same selected currency.
Transport costs to the import point may be included in customs value.
Enter only costs that your documents require to be included in customs value. Do not include a broker or transport within Ukraine here.
Exchange rates
For EUR, this is the same rate as below.
Excise is set in euros, so a separate EUR rate is required.
Actual declarations use the official exchange rate for the relevant date. The calculator does not fetch rates automatically, to avoid substituting a different date’s rate.

3. Import duty and origin

The standard passenger-car rate is 10%. For an electric vehicle, the calculator applies 0%. A tariff preference requires a confirmed rate for your specific car.

Country of origin is not necessarily the country where you bought the car.
For an electric vehicle, duty is automatically 0% regardless of this field.

4. Additional costs after customs

These amounts do not affect duty, excise or VAT. They are used only to estimate the overall vehicle budget.

Enter manually. The calculator does not automatically determine pension contributions or service fees.
Your calculation will appear here Enter the vehicle details, customs-value components, exchange rates and duty regime. The result will show each payment separately and explain the formula.

This is a preliminary mathematical estimate. Customs may determine a different customs value or UKT ZED code from the documents and the specific vehicle’s characteristics. The calculator is not a customs declaration or individual advice.

What this calculator estimates

This tool covers passenger cars under heading 8703, with separate petrol, diesel, hybrid and fully electric modes. It estimates Ukrainian import payments, not taxes in the country where you buy the vehicle.

Enter the manufacture year, condition, engine displacement or battery capacity, vehicle price, relevant pre-import costs and exchange rates. Results show the customs value, each tax, total customs payments and optional post-customs expenses.

Customs value and exchange rates

The entered vehicle price and pre-import transport, insurance, auction fees and other included costs form the estimated customs value. All those amounts use one selected currency. The customs authority determines the accepted value from the documents.

Provide UAH per unit of that currency and UAH per euro. EUR uses the euro rate; UAH uses 1. USD, PLN and other currencies require an entered rate. The tool does not retrieve live rates: the relevant official declaration-date rate must be supplied.

Duty, excise and VAT

Standard import duty is 10% here; fully electric cars use 0%. A confirmed preferential rate can be entered manually. VAT is calculated at 20% of customs value plus duty and excise, including electric cars in this 2026 model.

Petrol excise uses a base of €50 up to 3,000 cm³ or €100 above that; diesel uses €75 up to 3,500 cm³ or €150 above that. The base is multiplied by engine litres and the age factor. The factor counts full calendar years after manufacture before 2026, bounded between 1 and 15; new cars use 1.

Electric excise is €1 per kWh of battery capacity. The hybrid mode uses €100 only for the corresponding UKT ZED classifications; an advertising label of “hybrid” is insufficient to establish eligibility.

Worked petrol example

For a used 2019 petrol car with a 2,000 cm³ engine, a €10,000 customs value and an entered EUR rate of UAH 40, the age factor is 6. Customs value is UAH 400,000; duty is 40,000; excise is 24,000; VAT is 92,800. Total customs payments are UAH 156,800.

Amounts are rounded using decimal arithmetic. Additional broker, certification, domestic delivery and registration amounts affect the overall budget only, not the customs tax base. Pension contributions and service fees are not calculated automatically.

Origin documents and emissions checks

Buying in the EU does not by itself establish EU origin or a zero duty rate. For used vehicles of EU origin, the applicable preference procedure has required verification of proof of origin since 1 June 2026. Selecting EUR.1 does not validate the document or establish a rate.

The emissions field changes the explanation, not the tax calculation. The tool flags the stated minimum of EURO-6 for new passenger cars and EURO-2 for used ones. Confirm the classification, documentation and registration eligibility before purchase.

This is an estimate, not a declaration or a determination of liability. Customs may assess a different value or commodity code. These presets are for 2026 and should not be treated as future-year rules.
