How to use the housing subsidy calculator
Enter the household members PFU will count and your actual floor area. Choose either the detailed income assessment period or a known average monthly income, then select the month and utilities.
The result separates income per person, the mandatory percentage, mandatory payment, eligible area, utility costs within allowances and the estimated subsidy. A positive result does not guarantee an award.
Which income period applies
The detailed mode is for a subsidy starting in October 2026. It divides eligible non-pension income for January–June 2026 by six and adds pensions accrued for August 2026. Enter assessed income amounts; do not count pensions twice.
Applications starting later use different assessment periods. Use the known average monthly income mode with the amount for the applicable period. The calculator does not determine which income categories PFU must include or substitute for people with no or low income.
Mandatory payment and subsidy formula
With household monthly income I and N members, the percentage is (I ÷ N ÷ 3,209 ÷ 2) × 15%. The mandatory payment is I multiplied by that percentage. Estimated subsidy is the greater of zero and eligible utility cost minus the mandatory payment.
For example, I = UAH 6,418 and N = 2 gives UAH 3,209 per person and a 7.5% mandatory percentage. The payment is UAH 481.35. With eligible utility costs of UAH 2,000, the estimated subsidy is UAH 1,518.65, displayed as UAH 1,519 because summary amounts are rounded to whole hryvnias. Intermediate calculations use unrounded values.
Area and utility allowances
The standard area is 13.65 m² per person plus 35.22 m² per household. Detailed area-based services use the lesser of actual area and the applicable allowance. The extra 30% option requires the stated household eligibility and a declaration of excess area.
Detailed mode includes building management, heating, household electricity, cooking gas, cold and hot water, wastewater and entered fixed eligible charges. Enter your applicable rates and heating adjustment factor; the tool does not fetch local tariffs or verify eligibility.
Heating is prorated for 16–31 October and 1–15 April; other selected utilities remain at a full month. The quick utility mode expects a cost already limited to eligible social allowances, not necessarily the whole bill.
Actual bills and applying to PFU
An expected actual bill does not change the subsidy formula. It helps explain costs above the allowances. Do not assume that your exact payable bill is always the total bill minus the estimated subsidy: assessments and actual payments operate by service.
The application selector explains automatic recalculation, first applications, prior refusals and changed circumstances. PFU checks property, income rules, arrears, major purchases, vehicles, deposits and other eligibility factors.
Copying, printing and the scope of this estimate
Copy the summary or use Save PDF / print. Changing an input hides the old result until you recalculate. The English and Ukrainian pages share one runtime and the same formulas.
The tool retains the 2026 baseline and 15% base payment rule for the stated 2026/2027 season. It does not forecast legislative changes or assess every future award. Solid or liquid stove fuel and liquefied-gas subsidies are outside its scope.
